U.S. officials proposed a record $300 million fine Wednesday over an alleged robocall scam they say involved more than five billion unsolicited calls to targeted consumers over three months.

Our phones keep ringing with unwanted robocalls. Washington said it was getting tough. So, what happened? Will those calls ever stop?
